It serves as the sixth main installment in the Police Quest series, and the player has to follow the same gameplay. All through the game, the player takes on the role of a commander who needs to pass orders to the individuals.
The game comes up with two separate campaigns, such as police and terrorist campaign. In the police campaigns, the player has to play the role of a police commander and controls SWAT. In contrast to the second campaign, the player takes the role of a lieutenant of the terrorist organization.

All through the game, the player takes on the role of a police officer whose main mission is to interrogate and investigate multiple crimes.
The game has several challenges where the skills of the player are dominating in solving the cases. Smugglers, gangsters, and criminals are spreading crimes everywhere in the city, and the player has to maintain peace and order. The character has to assemble a team with strong members and make dangerous plans unsuccessful.
The player must carefully solve the problem, adapt dominating plans, use stealthily approaches, and use non-lethal weapons and equipment. Most of the time, gunfights are necessary, but be careful, because a single bullet can cost a cop lose his life.
